Seems to be a recurrence of Bug #83223, but I could not find a way to reopen the old issue.

In a 4 player game you're only allowed to select one location to capture from - the additional worker lets you capture additional colors from the same location. It is only in 2 or 3 player games in which you can capture workers from multiple locations.

Nevermind, apparently there is a rule restriction I was not aware of, despite playing for years. Please mark as invalid and close.

I’ve experienced this bug both on my tablet & my windows pc when I have 3 or more workers on the town center
