"From #160 step to #168, we surrounded black and blue locomotives while playing, so that any locomotive could not build a city. We clicked on the black and blue locomotives and found that none of them could be built--don’t know Is this a program problem or a problem with the game mechanics"
This sounds like an edge-case where going strictly by the rules, the game could not continue. Neither blue or black trains could be placed, because by placing either train would prevent the other colour from being able to reach a city. The move *before* this one didn't directly prevent any trains from reaching a city, but it did lead to this situation.
In such a situation in a real-life game, you would likely allow one of the trains to be placed even if it would cut-off the other train, but how would that be implemented on BGA?
This could perhaps be implemented in such a way that if no train was able to play a move on a turn, the game ends - not strictly in the rules but would stop a situation such as this. I'll need to see if this doesn't slow down the game too much having to check this each time.
