We are thinking about alternatives...
When a player takes the 3 card penalty the table should be restores as it was AT THE BEGINNING of the round, thing that actually doesn't happen and that made possible to use this bug to get an automatic win in the last round.
You should introduce something to limit this situation ('cause the player who take advantage of this situation is going to do it sistematically in every game he played... and trust me, it's sad that one player plays nasty with this trick and all other users can't do anything ), as
1) To effectively restore the table as it was on the beginning of the round, or
2) Introduce something like a limit to cheat in this way (i.e. after 5 penalties you get the lost game), or
3) Declare the draw if the deck ends (in the original Machiavelli card game the purpose of the game it's to place all the cards in your hand on the table, not trying to finish the deck with less card than your opponent).
If you can try to fix the problem 'cause the situation is really really frustrating... it's like if in any kind of sport someone instead of playing with the rules is taking automatically a win by forfeit
I remember, the purpose of the game it's to play all the cards in your hand, and when the deck finished in the real card game all the players lost, no one should get a win this way.
Now there are more players that use this... let's call "feature" to get a victory.
I repeat, this can let you play in a way that in the real game will give you a loss and make you score a win, this is exactly the opposite of the purpose of the game.
So sad that people who uses this... to me is still a cheat, will improve their record.
1) The first player who finish the cards in his/her hand wins the game
2) When a player reach his/her 5th penalty is disqualified from the game.
If possible please apply this rules to avoid what's happening now on BGA, that more player are going to use this fraudulent way of play to get an automatic win when in the real card game you'll get a loss.
The winning depends only on luck.
The version that is implement is more interesting and depends on tactic.
Noone have to take so much cards that the other can take all, and the game is honest.

I repeat: an admin said
"This is the way the game has been implemented right now, for good reasons (limiting the game duration).
We are thinking about alternatives..."
Now there is no more problem about the game duration with the turn-base games, so I assume it will be better to erase a rule invented on the site (a really nasty one BTW, 'cause it won't concede the chance to play to the players who don't use that cheat) to restore original rules of the game
when deck ends, nobody wins : it's a draw.
