My proposal is to make it impossible to concede victory at about 85%/90% of the progression of the game. Thus, it makes it possible to concede before (in case of emergencies for example) but not at the end just to annoy the other player / not lose ELO. -

So do you mean for this suggestion to apply ONLY to real time games?
That would make it a better suggestion, but it's not in the text of the suggestion.
