Throughout the entire game, we NEVER got a winter phase. We are still playing, gaining a point here and there with cards, but it would sure be easier to win if we were able to produce wine or play Winter visitors.

To be fair, I have never played this game before, either in person or at BGA, so maybe I'm missing something, but it does seem like we should get the winter season.

Anyone else who ends up here like me: you're probably playing it wrong. Your workers don't come back until the end of the year. If you use them all in the summer, then winter is automatically passed.

This happened during my solo game (first time ever playing Viticulture). Is this a bug or is this an issue with some mechanism not being made obvious to new players that could cause Winter to skip?

We were playing a two-player version and we were also stuck in the Spring/Summer loop. We never progressed to Winter.

People, please, please, when you comment "We had the same...", please add your table numbers as a minimum. It's very time-consuming to investigate your list of played games finding out which table it was. Ideally please include a move number when you are 100% sure bug is visible (maybe not in this case but overall)
I can see table numbers from Skippysmock and SvelterPython, thanks both.
In both tables year after year all of players keep using all workers in Summer. That's why there's 0 workers in Winter therefore game passes automatically. This is literally mentioned in game log every time.
I can't see a bug here
