I set that I did NOT want to play in training mode and did NOT want to play with 1 player, then selected turn based automatic. I have done this several times and I always get put into a single player game in training mode.

This has nothing to do with ELO. The problem is that we don't want to play this as a 1 player game, but it's forcing us to anyway for some reason.
I also want to add that when BGA gives up on searching for players and puts you in training mode, it gives you this error message in a red banner across the top of the screen: "Unexpected error: you cannot change the number of player with this table status: asyncplay"
