Thanks for the report. Apologies that the current live version doesn't yet support dragging in touch (it supports it for mouse, but touch works differently). A touch implementation has been developed, but isn't currently live due to other breaking issues. When it's live, you should be able to drag your action wheel around on touch, which should immediately solve this problem - I'll let you know when that happens.
Additionally, I have plans to offer a fixed layout for screens with very little real estate (ie phones). That's not implemented yet as the early alpha release is geared towards desktop and testing that the game is working and playable. Phone support is coming soon, but isn't there yet!
I've just posted an update for touch which I'm hoping should solve this. Please let me know how you go.
