The Daimyo Decree Card seems to create a very unbalanced playing field. A game setup option that lets you eliminate the card, could help ensure the game is more balanced. I've seen several reports of very high scores since the game landed on BGA and every one had the Daimyo Decree card.

Board Game Arena does not allow unofficial house-rules except if the publisher or designers approve of this. I'm not saying it wont happen, but if it gets enough upvotes I'll ask the publisher and designers for approval.
