This is the same as bug report 136229. I used a card (I think 54) to do a Study action then paid 3 coins to place an additional book. That worked fine but it unlocked a Master card and I played Nicolaus Copernicus. All other spaces are highlighted blue still but when I try and click on that it says the action is not allowed.
