The text refers to the fact that with losers_not_ranked = true, a player who loses cannot net gain Elo, after all other calculations are completed, the result is capped at +0.
(IMO this is a highly faulty way to do it, which I have reported here: boardgamearena.com/bug?id=115682 But regardless, the message is wrong too).
