I looked at your replay for 451669425 but while "Change in Major Weather Systems" did appear if I look at moves 210 to the end of the game it did not indicate that additional crisis cards were drawn. This is because it never reached a Tipping Point which is on spaces 5 and 6 for that effect.
Does that make sense? I'm not a developer and am not trying to refute what you are saying in the rest of your report but just wanted to note that from the replay for 451669425 I don't think any additional crisis cards were drawn due to the weather die.

It was marked as implemented because the suggestion you commented on, add "Loss and Damage Fund" to the title bar text, is implemented. You can add a different suggestion in a comment and reasonably expect the scope of the ticket to continually grow. If that were the case, users would just throw in unrelated improvements on popular suggestion tickets, effectively holding the suggestion completion hostage until the additional suggestions were implemented.
Now, I don't see any move number in your suggestion, so I've looked over your entire game, just like @TheInquisitor did. I don't see any point at which additional crisis cards were drawn. So I looked for a point at which a face-down crisis was about to be resolved on which you could activate Loss and Damage Fund. There's one such occurrence towards the end of move 210, the same move @TheInquisitor found. So I replayed that step by step and, wouldn't you know it, the crisis card in question (Fossil Fuel Subsidies) is flipped face up and displayed prominently when the Loss and Damage Fund appears.
If you have a table and move # I should look at to see the problem when crisis cards are drawn mid-turn, I'll take a look. Without any evidence to the contrary, I think the current presentation fulfills the suggestion with respect to the table submitted, so I'm marking this as implemented.
