The game rules says "If there is a Dominance Check in the Market: Wakhan only purchases a Dominance
Check event card if she will score the most points from the check (and/or wins)". In my case the following situation occured:
- there is a last dominance card on market
- i have same score with Wakhan. We also have same number of cylinders in-play and no one dominating right now
- i have more red stars in my court
What expected: Wakhan undestands that buying DC makes her loose and therefore doing any other actions in standard priority
What actually happend: Wakhan bought card immediately at start of her turn and lost game

1) In the games with Wakhan she frequently buy "Public Withdrawal" event card. I don't think it can do so, because radicalization essentially is Buy + Play action?
2) The game rules, section "Component Limits" states: "If asked to place a unit and none remain in the supply, you MUST take a piece of the required shape/color from anywhere in play, excluding any pieces placed this turn". Why there is an option to skip placement then?

yes, all noted issues are reappearing in multiple games, not random
In which case do you see a skip option when you must select unit to place? That should only be an option in case of 'may' special abilities like placing an extra block after build actions / placing spies start of turn. But that's all unrelated to the supply being empty.
